Every factor above gets worse with time. Chips collect dirt and moisture, which lowers the optical quality of the repair. Vibration and temperature swings stretch a small star into a long crack, and at that point you are no longer comparing repair prices, you are shopping for a windshield replacement, possibly with an ADAS recalibration on top.
